Chapter 1: General Provision
Article 1: Purpose

B. The application is not made under the applicant’s real name
C. False information is provided in the application form
D. The application is intended to disrupt social order, public morals, or customs
Article 3: Service Availability and Restrictions
- The service is available 24/7, except in cases of business or technical difficulties.
- Service availability may be restricted for reasons such as system maintenance, with prior notice provided to members.
- Online consultation services may be unavailable at certain times due to the personal circumstances of the responsible consultant.
Article 4: Service Fees
- Membership is free of charge.
- If the Company introduces paid services, the timing, policies, and costs will be disclosed in advance.
Chapter 3: Service Withdrawal, Rejoining, and Use Restrictions
Article 1: Service Withdrawal
- Members wishing to withdraw from the service must submit a request via email.
- Upon receipt of the member’s name, registration number, ID, phone number, and reason for withdrawal, the Company will verify the details and process the termination.
- Once terminated, the member’s ID and password will no longer grant access to the service.
Article 2: Rejoining the Service
- Members who have withdrawn may rejoin by submitting an email request.
- Identification details, including name and ID, will be required to complete the rejoining process.
- Rejoining is confirmed once the member can log in with their previous ID and password.
Article 3: Restrictions on Service Use
- The Company may terminate or suspend access to the service without prior notice if the member:
- Violates public order and morals
- Engages in criminal activity
- Uses the service to harm national interests or public welfare
- Steals another person’s ID and password
- Defames or causes harm to others
- Registers multiple accounts with different IDs
- Interferes with the proper functioning of the service
- Violates relevant laws or these Terms
Chapter 4: Limitation of Liability
Article 1: Online Consultation
- The Company will make every effort to ensure the confidentiality of consultation content between users and service personnel. However, the Company will not be held liable for the disclosure or loss of consultation content in the following cases:
A. Disclosure due to the user’s negligence in managing their password
B. User-initiated deletion of consultation content
C. Disclosure or loss resulting from natural disasters or circumstances beyond the Company’s control - The service team may reference consultation content for the purpose of providing comprehensive responses.
- Consultation content may be used for the following purposes, with personal identification removed:
A. Academic research
B. Publications (print, CD-ROM, etc.)
C. FAQs or recommended consultations within the service - Consultation responses are subjective and do not reflect the Company’s official stance.
- Consultations may be denied in cases such as:
A. Repeated requests for the same consultation
B. Use of inappropriate language or nonsensical requests

Article 2: Member Responsibilities
- Members are responsible for the security of their ID and password.
- Members agree to receive service-related communications via email.
- Members must notify the Company of any unauthorized use of their ID.
- The Company will not sell or share personal information with third parties without the user’s consent, except to:
A. Provide information for service improvement
B. Share statistical information with advertisers (without disclosing personal details)
C. Conduct advertisements or services based on user preferences - Personal information disclosed in public forums (such as bulletin boards) may be accessed by third parties, and the Company is not responsible for unauthorized use of such information.
- Cookies may be used to enhance service functionality. Users can manage cookie preferences through their browser settings. However, disabling cookies may limit service functionality.
Chapter 6: Dispute Resolution
